An Introduction To Quality Manual
This Quality Manual describes the quality management system operation and provides a guide for the KOTA TINGGI District Council (MDKT) quality management system. Provision of the quality manual is intended to fulfil the goal and objective of MDKT Quality Management System.
This Quality Management System (SPK) comprised of validated documents, inclusive of policies, procedures, quality policies, quality objectives, records, and summaries. These documents serve as a guide to employees for tasks such as producing and delivering of products or services to clients of MDKT and also continuous improvements towards products or services.
Implementation of this SPK aims to fulfil the international standard requirements of ISO 9001:2008, Quality Management System – Requirements and is also subject to applicable laws and guidelines.
Purpose
Provision of this Quality Manual aims to:
a) Describe basic information on the organisation of Kota Tinggi District Council;
b) Define SPK on the management of Development Control, Management of Licensing Control, Management of Assessment Tax, and Management of Provision and Maintenance of Public Amenities and Infrastructure in line with MS ISO 9001:2008 requirement;
c) Outline basic policies and principles for each activity in relation to provision of process management for Development Control, Business Licence Management, Assessment Tax Management, and Management of Provision and Maintenance of Public Amenities and Infrastructure.

Scope of Implementation
This document is relevant to a quality system which shall be adhered to by Kota Tinggi District Council personnel. Provision of this quality system is intended to fulfil the requirement of MS ISO 9001:2008 standard which takes into account the services provided by this organisation. The scope of Kota Tinggi District Council certification comprised of 4 major processes:
a. Alteration and Extension Management Process (Building and Engineering Division) :- MDKT/Bangunan .01
b. List Amendment Management Process (Assessment Division):- MDKT/ Cukai.01
c. Title Transfer Management Process (Assessment Division) :- MDKT/ CUkai.02
d. Trade Licence Application Process (Licence Division) :- MDKT / Lesen.01
Implementation of key processes shall be supported by management process and supporting process.
This quality manual contains documents comprised of the organisation structure, indentifying managerial roles and reference on organisation process and procedure which is supported by relevant records and documents.
Quality Policy
Kota Tinggi District Council shall ensure that production process for products and services such as processes for Alteration/Extension Management, List Amendment Management, Title Transfer Management, and Trade Licence Application Management commences in an accurate, efficient and effective manner for fulfilling client’s needs through the implementation of MS ISO 9001:2008 Quality Management System and fulfils requirements of prescribed laws and guidelines.
Kota Tinggi District Council also gives full commitment in establishing an improvement towards the whole Quality Management System and ensures the quality objective is applied by all departments as guide for implementation of duties. The Quality Management System shall be reviewed periodically based on prescribed time frames via the Management Review Meeting.
i. The YDP who precedes the top management shall be responsible to amend the quality policy.
ii. This policy is achieved through the implementation of Quality Management System based on MS ISO 9001:2008 which is deemed appropriate and effective at all times in line with the vision, mission, and objective.
iii. This policy shall be endorsed to Kota Tinggi District Council personnel and shall be re-reviewed to maintain relevance at all times.
